Factors Hindering Many Hunter Education Graduates from Becoming Independent Hunters and How to Overcome These Hurdles  

A significant portion of Hunter Education graduates do not purchase hunting licenses. While some take the course for reasons other than pursuing hunting, most want to hunt. What is preventing them from doing so? On behalf of the International Hunter Education Association (IHEA), Southwick Associates and DJ Case & Associates worked together to help identify the factors hindering many graduates from hunting and how to overcome these hurdles. This project was funded through a 2023 Multistate Conservation Grant. Using a series of interviews and surveys, the primary reason is a case of the “Haves” and “Have-Nots”. The “Haves” are surrounded by social support, have been exposed to hunting and closer to experienced hunters, while the others live mostly devoid of such support. The “Have-Nots” are a priority audience for interventions designed to help them along the path depicted by the ORAM. While the premise may seem obvious, the details leading to these situations and tactics to help “Have Nots” become active, independent hunters are often not be apparent.
